Penelope "Penny" Thomas, 81, formerly of Spotsylvania and Orange Counties, Virginia, went to be with the Lord on July 27, 2026, at Culpeper Health and Rehabilitation Center.

Penny was preceded in death by her beloved husband, Cecil Thomas Sr.; her son, Cecil Thomas Jr.; her parents, Herman and Adelaide Smith; her brother, Dudley Smith; and her sisters, Nancy Morgan, Janet Gayle, and Dorothy Toombs.

She is survived by her son, Keith Thomas, and her daughter, Elizabeth Gallihugh (Sonny), who will cherish her memory forever.
